It was stated that these countries’ access to advanced artificial intelligence systems and the high computing power required for education will be limited. 18 countries to be exempt from restrictions The US’s new regulation does not impose any restrictions on chip sales to 18 allied and partner countries. These countries include Australia, Belgium, Canada, Denmark, Finland, France, Germany, Ireland, Italy, Japan, the Netherlands, New Zealand, Norway, South Korea, Spain, Sweden, Taiwan, and the United Kingdom. These countries will be able to supply advanced graphics processing units (GPUs) without requiring a license. In addition, organizations with high security standards will be able to benefit from additional conveniences by obtaining ‘Universal Verified End User’ status. Countries other than close allies and unverified users will only be able to purchase an amount equivalent to 50 thousand advanced GPUs per country. The new regulation will enter into force 120 days after its publication. The European Union reacted The reaction from the European Union to the new regulation of the USA was not long in coming. EU Commission Vice President for Technology Henna Virkkunen and Member for Trade and Economic Security Maros Sefcovic made a joint statement and expressed their concerns. The authorities, who stated that “We are concerned about the measures taken by the USA to restrict access to advanced artificial intelligence chip exports to some EU member countries and companies” regarding the restriction, stated that the decision could have negative effects on technology investments in EU countries.
